In the wake of the oil crisis in the 1970's a set of building codes relating to energy use were developed in Singapore (Building Control Act 1979). The key issues of the legislation dealt with: 

 

  1. the Overall Thermal Transfer Value (OTTV) for air-conditioned building envelopes; 

  2. the thermal transmittance value (U-value) for roofs of both air-conditioned and non-air-conditioned buildings; 

  3. the indoor conditions for air-conditioned space, including minimum conditions for zoning and control; 

  4. lighting load densities of various types of building occupancies; and 

  5. comfort criteria of non-air-conditioned buildings. 

Guides on good practice in the design of energy efficient air-conditioning systems, the minimum coefficient of performance for air-conditioning equipment, and a lighting power budget were also published. 

The codes have ensured adequate energy saving by limiting the envelope load and internal lighting load on the air-conditioning system, and requiring the use of cooling equipment with rated coefficient of performance of reasonable standards. However, it is silent on the overall energy performance of a building including part load operation of its cooling load.

Benchmarking tools and methodologies for measuring and expressing building energy performance have been proposed in the United States (EPA 1999, ASHRAE 1999). These aims to provide a uniform basis for reporting energy use so that when duly normalised could be used in a comparison against target of energy consumption. 

To calculate your energy efficiency index and to see which band your building is at, the information required would include building use, building size, building age, floor area, hours of use, type of energy purchased, annual and monthly energy use, and unusual circumstances affect building energy consumption such as operating hours, special processes, and building orientation.
